Addresses a Qt and TBB conflict on emit() and more compiler warning work for Windows.
  • Added an #undef for emit() in include/base/InstanceTruth.h to deconflict Qt and TBB
  • Added a define in cmake/CompilerFlags.cmake to suppress Windows minimum OS warnings
  • Added API for command line flags (see CommandLine class) for setting bits in bitmask
